An electrical system on an engine that reconnects the traction motors of a diesel or electric engine so they function as generators and then use a series of resistor banks to convert the electricity into heat. That work retards the turning of the traction motors and slows the train down. It is roughly equivalent of slowing down a train by plugging in a big hair dryer.
